Following the final report on 'Safety and Environmental Standards for Fuel Storage Sites' issued by the Buncefield Standards Task Group (BSTG) in July 2007, there has been a move away from the philosophy of safety planning and controlling worst case scenarios towards a more proactive measure of planning and prevention of incidents.
